www.texasequusearch.org
Started in
2000, Texas EquuSearch was formed to provide volunteer
horse-mounted search and recovery for lost and missing persons.
Made up primarily of experienced horse owners, the team's
existence and purpose is dedicated to the memory of Laura
Miller, the daughter of it's director, Tim Miller. Ms. Miller
was abducted and murdered in Galveston County in 1984. Most
recently, the organization has been in Aruba aiding the search
for Natalee Holloway and providing search assistance in the

discuss some of these experiences. |

Speaker:
Steve Radack, Harris County Commissioner, Precinct 3
www.pct3.hctx.net/index2.html
After 11
years with the Houston Police Department and a four-year term as
the Harris County Precinct 5 Constable, Radack was first elected
as Commissioner in 1988, and has been re-elected four times.
During his tenure on Commissioners Court, Radack has pushed for
greater efficiency at al levels of local government by starting
and supporting programs aimed at promoting the intelligent use
of taxpayer dollars. He has also emphasized privatization
throughout county government and been an outspoken advocate of
meeting the personnel and equipment needs of law enforcement
agencies. Radack will share with us some of the goals for Harris
County in the new year and hopefully, clue us in on his own
personal intentions to continue his tenure in public service.

Speakers:
Jan Krocker, Judge of the 184th District Court and Dr. Debra
Osterman, Staff Psychiatrist, MHMRA of Harris County
The Hon.
Jan Krocker became Judge of the 184th District Court in 1995.
Prior to her election, Krocker was an experienced trial lawyer
who worked as both a prosecutor and criminal defense attorney.
She has extensive experience working with mentally ill
probationers and with defendants found not guilty by reason of
insanity, who remain under the court's supervision. Judge
Krocker will discuss criminal culpability and mental illness and
explain more about our insanity laws that can usually keep
capital murder criminals out of prison. Assisting her in her
talk will be Dr. Debra Osterman, Staff Psychiatrist for the
Harris County Jail, who gained notoriety in her treatment of
Andrea Yates and who also testified in Yates' capital murder
trial. Yates was convicted in March of 2002 for the drowning
deaths of her 5 children in 2001. However, she was found guilty
and sentenced to life in prison (a conviction that was
overturned earlier this year by an appeals court based upon
false testimony by another prosecution Psychiatrist.) Did the
mental health system in Texas fail Andrea Yates? Hopefully, we
will learn more at our luncheon on December 20th, our last
Pachyderm program of 2005.

Speaker:
Judge Janice Law, Author of Sex Appealed - Was the U.S. Supreme
Court Fooled?
www.judgejanicelaw.com
In her
fascinating book, Judge Law tells why she thinks a 2003 Supreme
Court decision striking down anti-sodomy laws was based upon
pre-arranged arrests to test the constitutionality of Texas law.
The controversial 6-3 Supreme Court ruling favoring the
defendants in the landmark case was the trigger event kicking
away roadblocks to gay marriage. Back in 1998, Lawrence vs.
Texas was assigned to Law's Houston criminal court shortly
before she took the bench. After the high court's reverberant
ruling, Law decided to investigate the still lingering set-up
rumors. A former journalist and a current visiting judge, Law
will discuss more about the case and why she wrote a book about
it. |

whether or not our area's roadways and evacuation routes were adequate
to handle a full-fledged evacuation of Southeast Texas. King will
discuss his views on hurricane preparedness and proactive planning
including annual practice drills and exercises to better deal with
catastrophic storms in the future.
